Difference Between DP Gachagua’s Duties and Prime CS Mudavadi

President William Ruto on Tuesday named his Cabinet during which he created the office of the Prime Cabinet Secretary. The new role will be headed by Amani National Congress (ANC) leader Musalia Mudavadi.

Difference Between DP Gachagua’s Duties and Prime CS Mudavadi

Following the appointments, there are concerns from a section of Kenyans that Mudavadi's roles will clash with those of Deputy President Rigathi Gachagua.

The roles, however, are quite different as listed below:

Gachagua roles:

Deputize the President in executing all presidential functions stipulated by the law. 

Chair Cabinet committees and oversee implementation of cabinet decisions across all ministries and departments.

Coordinate intergovernmental relations between the national government and county governments. This will include chairing the intergovernmental budget and economic council (IBEC).

Be the liaison between the constitutional commissions and independent offices in matters that require government intervention including budgets, policy formation, and implementation of their recommendations.

Assigned the role of coordination of planning and supervision of development partners funded programs and projects. 

Assigned the role of overseeing public sector reforms and other functions the President may assign him from time to time.

Mudavadi:

Assist the President and the Deputy President in the coordination and supervision of Government Ministries and State Departments;

In liaison with the Ministry responsible for Interior and National Administration, oversee the implementation of National Government policies, programs, and projects;

Chair and Coordinate National Government legislative agenda across all ministries and state departments in consultation with and for transmission to the Party/Coalition Leaders in Parliament;

Facilitate inter-ministerial coordination of cross-functional initiatives and programs;

Coordinate and supervise the technical monitoring and evaluation of Government policies, programs, and projects across Ministries; and

Perform any other function as may be assigned by the President.
