Rowbow was charged with facilitating the kidnapping and hostage-taking of Dr. Assel Herrera Correa and Dr. Landy Rodriguez Hernandez on April 12, 2019, about 9 a.m. in Mandera town, in collaboration with those not before the court. At the time, the accused was driving two doctors who had been assigned to the Mandera County Referral Hospital on a temporary basis.

Constable Mutundo Kitambo, a police officer assigned to escort duties, was murdered in the event.

The ex-Madera employee was accused of commission of a terrorist attack, kidnapping, and hostage, acquiring registration under false pretenses, and being unlawfully in Kenya.

The two Cuban doctors were kidnapped in Kenya in  April 2019 by the Al-Shabaab terror group in Mandera Town.

They were later set free on October 7th, 2020 after months of negotiations with their Kidnappers. They had been abducted for a year and a half.

The abducted doctors were among a group of 100 Cuban specialists who arrived in June 2018 for work under an agreement between the two countries.

Following the event, some of their coworkers stationed near the Kenya-Somalia border were relocated to a safer location.

Senior Cuban officials traveled to Kenya in an attempt to secure their release. Following the incident, officials in Mandera changed their tactics, advocating for the construction of a perimeter wall along the main border and the use of private security to supplement security operations.
