The National Assembly on Wednesday, 01 September 2021, after Kangema MP Muturi Kigano moved a particular motion, approved the appointments. The IEBC intends for the four new commissioners to replace; Consolata Nkatha, the former IEBC vice-chair who resigned; Paul Kurgat, Roselyne Akombe, who left days prior to the repeat 2017 Presidential election; and Margaret Mwachanya. The new commissioners were selected from thirty-five individuals previously interviewed by the selection panel and approved by the National Assembly.

Elizabeth Muli, who championed the selection panel, forwarded the four names to the president. The head of state then forwarded the names of these four appointees to the National Assembly for vetting. Stating a lack of confidence in the IEBC chairperson Wafula Chebukati, the previous commissioners resigned, creating a gap in the electoral body. More than seven hundred Kenyans submitted their applications to fill the vacant posts, with more than a hundred of them being Doctorate Degree (Ph.D.) holders.
