LONDON — Foreign heads of state and their spouses traveling to London for Queen Elizabeth II's state funeral have been asked to arrive early. on commercial flights and from using helicopters for transportation. Official documents obtained confirm that only the heads of state and their spouses or partners from each country have been invited to the funeral, which is shaping up to be one of the most important international events hosted by the United Kingdom. in recent years

The Foreign, Commonwealth and Development Office (FCDO) lamented in an official protocol message about the event that Westminster Abbey will be so crowded that only one senior representative from each country and their other half will be able to attend.

 The department stated in the document, which was sent to overseas embassies late Saturday night, that it "regrets that, due to limited space at the state funeral service and associated events, no other members of the principal guest's family, staff, or entourage may be admitted."

 Heads of state who are unable to attend may appoint another official representative, such as a head of government or a senior minister.

According to the same document, King Charles III will host a reception at Buckingham Palace for all foreign leaders the evening before the funeral service.

 

Visiting heads of state will be able to attend the lying-in-state of the queen's body and immediately sign the condolence book at Lancaster House. Foreign leaders will be able to pay tribute to the late Queen Elizabeth II for up to three minutes at Lancaster House, which will be recorded for the media.

The heads of state and their partners will arrive at Westminster Abbey in escorted coaches from a location in west London where they will be required to leave their own cars "due to tight security and road restrictions."

 

"Multiple and comprehensive layers of security will be in place across London and at all official venues used for the state funeral and associated events," according to a second FCDO document outlining logistics for those traveling from other countries.

Requests for bilateral "will not be considered on this occasion" in accordance with the government's mourning regulations and "due to the huge ceremonial program associated to the state burial and the logistical obstacles," the FCDO cautioned in the note.

 

Foreign dignitaries will be led on foot from the funeral service to Dean's Yard, which is still located inside the abbey's grounds, where they will be welcomed by Foreign Secretary James Cleverly at a reception. They will then take a coach back to west London to pick up their vehicles.

The FCDO suggested that international leaders visit the UK as soon as possible. Caution that London Heathrow airport would not be open for private flight arrangements or aircraft parking during commercial flights. Leaders who insist on flying privately should seek out "less crowded airports" close to London, the FCDO warned.

 

Due to the volume of flights taking place at the moment, the department has forbidden the use of helicopter transportation between airports and locations.
